(Possible) DC power rankings - 'The Alliance'
And here we go with the government's equivalent to the Legionnaires - USAES Cadet Training Cadre 2996 - also known by their 'super-team' code-name of 'The Alliance'.
To recap, The Alliance was the result of 'Project Alliance' - a special program put together with a twofold purpose:
1.) to take the Class Five psi-active David Allen Farrington and put him in an environment where he could be effectively trained to control his powers and socialized in a manner to guide him away from hostile uses of his abilities
2.) to raise a group of metahumans in close proximity to him who would learn everything about him to the most intimate details and how to counter his abilities with their own, so that if the need ever arose, they could contain or eliminate and potential threat he may have become.
Fortunately, after the first few weeks of Cadre 2996's time at the Academy, it was felt that the program was no longer needed - but the man who handpicked the cadets for the cadre (Professor Richard Blumenberg) instead chose to alter Project Alliance's goals, and set forth with giving the cadets special training protocols outside the required training regimen. Because of this special training, and the fact that the cadets chosen had skills and power levels required to contain or eliminate a Class Five metahuman, The Alliance was able to fight the Legion (who also possesses great power) to a statistical tie.
The members of The Alliance are:
Jeffrey Brace/Windburn-
DEX - 24. Combine the Speed Force, hyper-speed without the Speed Force, the inherent physical enhancements his body has to allow him to use his powers, and a decade of intensive training...
STR - 6. Even without his natural physical enhancements that help him use his powers, Jeffrey’s still a fitness buff and weightlifter.
BODY - 14. This is due to his natural physical enhancements that allow him to use his powers. Jeffrey could run into a mountain and not feel it, or into a massive block of one of the ultra-dense materials and just knock himself out. Possibly. .
INT - 6. He’s no slouch, but he’s not one of the brains of the team, either.
WILL - 8. I was going to make this a 7, but then I thought - ‘No. He’s a Marine.’
MIND - 8. See WILL.
INF - 8. He’s a Marine and member of (arguably) the U.S. Government’s answer to the Legion..
AURA - 9. See WILL.
SPIRIT - 9. He was selected for Project Alliance NOT for his speed, but because of this attribute. This is the person who would always ensure that his teammates never gave in entirely to despair; the one who would always be able to raise their spirits. .

David Allen Farrington/Esper Prime -
DEX - 7. His mutant powers give him superhuman physical attributes to withstand his high-level psi-abilities.
STR - 7. See DEX. He can lift 2,000 pounds with effort, or 800 pounds with ease.
BODY - 6. Same as DEX.
INT - 8. He’s a double major - astrophysics and pre-med - and is slated to graduate fourth in his class from USAES.
WILL - 15. He’s had to learn self-control almost from the cradle. He should be higher, but some people do annoy him and his empathic power allows him to get an immediate read on a person’s feelings towards him upon meeting them (if he’s not using ‘flush’).
MIND - 20. he’s a Class Five psi-active, and his family, friends, fellow cadets and his cadre have been preparing for dealing with his powers throughout his entire life.
INF - 14. He’s in the exact same situation as Julia, in terms of INF, as the son of an Elite High Councilor.
AURA - 11. His father was a powerful mystic (and Academy graduate), and he has possible mystic ability (but his psi-powers are weakened by magic.
SPIRIT - 14. The man can withstand severe mental attacks, regardless of the source.

Carolyn Field/Shocklash-
DEX - 15. Her aim with her bio-electric 'whips' is so incredibly precise that she can flick a chosen raindrop off a car moving at over 100 MPH from a motorcycle she is driving alongside at the same speeds - without damaging either raindrop or windshield.

INF - 8. She’s one of the most famous Canadians ever to come through USAES, and she’s a member of The Alliance.

INT - 23. She is the single smartest cadet at USAES, will graduate as valedictorian, and outsmarts Jodie. Easily. She’ll never have a big head about it, though. Watching her family’s struggles on the farm forever cured her of that.
WILL - 18. Sherrie can handle the situation. Whatever the situation is.
MIND - 15. See INT and WILL.
INF - 15. Before her second year in the USAES Elite Academy was over, Sherrie had received job offers and standing offers for development funding and research grants from every U.S. government agency, all of the Armed Forces, and hundreds of companies worldwide. It's estimated that she'll become a billionaire within three years after she finishes her required tour of duty

DEX - 10. She was able to place a small force-field in the air in front of Stacy while she was flying at supersonic speeds and dodging heavy weapons-fire - and hit her.

INT - 12. She has a specialized double major in 'advanced creative engineering', with a minor in cybernetics, and could keep up with Jodie when she really begins to speak on a subject. The only reason she didn’t graduate ‘Top Ten’ (to be honest, as valedictorian) is because she didn’t want the bother.
WILL - 8. she knows how to handle pressure.
MIND - 8.
INF - 6/10. She’s a member of The Alliance - but put her around ANYONE in the world who’s familiar with technology, and she’s an effing rock star. I mean ‘The Beatles on the Ed Sullivan Show’ level of rock star.

Maryann Lyter/Tempest -
DEX - 8. The girl is agile, with acrobatic and combat training..
STR - 25. She’s a solid Class Five physical augment, with strength equal to a Daxamite or Kryptonian with normal physical health.

INT - 9. She graduated third in a class of serious intellects, and did half of her internship year with Stargate Command as an engineering officer.

DEX - 15/18. She’s an effing metahuman ninja with ‘danger sense’. The second number is when she has consciously activated her danger sense.

BODY - 12. She can ignore twenty pounds of plastic explosive detonating in her face.
INT - 10. She’ll graduate second in her class - behind an intellect that outstrips Jodie.
WILL - 12. Did I mention ‘trained as a ninja since she was five’?

INF - 18. Her javelins are held in the same regard/awe as Xena’s Chakrum, the Glaive and the Godkiller sword carried by Princess Diana. She is known - and feared - in many places in this world and others.

SPIRIT - 9. What Jeffrey does with humor, she does with straight resolve.
INIT - 43/46 (When Sandi got the drop on her - TWICE - even though it was a VR exercise, it was a straight-up resume credit that people will not soon forget.)
Kelly Springer/Monolith -
DEX - 5. She’s an accomplished equestrian.
STR - 28. She’s fifty percent stronger than a mature, physically-fit Kryptonian.
BODY - 27. She’s survived point-blank detonations of multi-megaton nuclear devices… in training… without a scratch.
INT - 8. She’s one of the smart ones in The Alliance. She’s majoring in aerospace engineering with a minor in physics - in other words, Kelly is literally studying to become a rocket scientist.
WILL - 9. She ranks this high because of her focus on her studies in lieu of any relationships, due to her fear of being outed and denied a chance to be chosen for NASA astronaut training.
MIND - 9. See WILL.
INF - 4. She doesn’t want to be noticed.

INF - 4. Like Kelly, Rafael doesn’t really want to be noticed.
AURA - 12. He’s seen in the same light as many of the higher-level mystical talents at USAES.

Interesting. I suspect that some numbers will change once some powers get linked to their controlling attributes.
ReplyDeleteWithout doubt. I have their powers in the MSH RPG numbers, so its a matter of shifting them over...
DeleteThree things that stick out for me, right away. Maryann is (as her entry shows) almost identical to Tom, with three differences: her heat vision is more powerful, she takes longer to shift from one power to another (1turn/6 seconds), and her power has a 'bleedover' factor, which means that if she has a specific power, she also has the required secondary attributes needed for that power. (Example: when she switches over to super-strength, she doesn't have invulnerability, but she retains a high level of body resistance, in order to allow her body to be sturdy enough to both lift heavy objects and not damage the surface of the area she's standing on as she lifts a heavy object.)
When David Allen uses his 'Prime Bolt' , it wipes him out but good. (That incident in VR was an outlier.) If he uses his 'Focus' power, he can put his energies into TWO powers or attributes, but he's effectively out of the game for hours afterward.
Zoey's javelins will END a mother. The nastiest are the monofilament-tipped, the nuclear ('dial-a-yield'; from 1 to 50 kiloton yield)... and the resonance javelins, which can penetrate ANYTHING (they can even get out-of-phase, time-shifted or dimensional-shifted targets). She can also try to strike from line-of-sight range...
I know it's a bit late to mention this, but—doesn't Kelly Springer/Monolith also have the power to grow to over a thousand feet tall? Shouldn't there be a second STR and BODY score for her to reflect this?
